Seeking advice on harrassment from Mexico to Canada

I'm currently being harrassed by a man in La Manzanilla, I live in Canada. Are there any legal steps that I can take to make it stop, even if I live abroad?
My definition of harrassment is unwanted contact even after I've clearly requested more than once for the contact to stop. I've also threatened legal action in the hopes it would stop, but I really have no idea if that's even an option. It has been taking place for one month.
The unwanted contact has been in the form of calls, voicemails, fake instagram accounts and emails. Even with someone blocked, it still shows up on call logs and voicemails still come through.

I would contact the RCMP. Harassment is harassment, it doesn't matter where it comes from. I would also contact the delegado here in LM, and tell him what is happening. He probably knows this person.
