Plumbing question

Is there a norm in terms of water shut off valves when needing to make a faucet repair? I’m used to working with shut off right below each sink and so far the only one I find is valve on rooftop near the water tank. Shall I keep searching or is that the place to turn off water so a leak on lower levels can be fixed?

Should be one but not always present. If you have to shut down the whole house, then you could add them in at that time.
