The ATM at the delegación is somewhat frequently completing transactions without dispensing the money. It took $9000 from my friend and he's submitted 3 claims through his bank, all of which have been denied by Afirme who owns the machine, saying that the cash count balances with the machine record. His next step is to file a claim with CONDUSEF, the MX banking regulator, but there's probably not a lot of hope there, either.

There have been numerous reports of this recently with most people saying their claims have been denied although some have reported success.

Unfortunately for FMMs and people without Mexican bank accounts there isn't another machine here in town. Banamex, BBVA, Kapital, and Banco Azteca in Melaque are all options.

In a pinch you can ask for a "retiro de efectivo" at OXXO, but that's usually limited to $3000 and may not be available depending on their cash on hand at the moment.
