I admit that I loved Tomorrow Never Dies when I saw it in the theater, but now I do agree that it is bad. However, I don't see it as "trying to make the Bond franchise more mature," and really I have no idea what you mean by that. The ones, prior to Daniel Craig, that I think tried hardest to show some unusual maturity were On Her Majesties Secret Service and License to Kill.
I thought that the "paradox" you were referring to was going to have something to do with trying to extend the franchise beyond the end of the Cold War.
