Considering it's only one line of lyrics, and not quoted exactly, and there's no musical similarities, I doubt he'd have much of a case. I think it's more likely than not that the writers of the TLC song had never heard the McCartney song, considering McCartney II was not a particularly successful album (and the only one of the four writers of the TLC track whose age is on Wikipedia was ten years old when it came out).
