From wiki Ď focuses on a strong rhythmic groove of a bassline played by an electric bassist and a drum part played by a drummer, often at slower tempos than other popular music. Like much of African-inspired music, funk typically consists of a complex groove with rhythm instruments playing interlocking grooves that create a "hypnotic" and "danceable" feel. Funk uses the same richly colored extended chords found in bebop jazz, such as minor chords with added sevenths and elevenths, or dominant seventh chords with altered ninths and thirteenths.í

I guess in popular music, genre definition is as much cultural as objective musical measure and I guess Proclamation isnít prog funk because it is not culturally funk. However ignoring cultural dimension makes genre description more fun and produces more expected results.
Is the only differentiation between disco and funk is the usage of disco four to the floor beat and the semi quaver hi hat?
If I had to describe krautrock I would describe it as a synthesis of art rock and funk music
