The Rise of Skywalker is pretty messy, and it's not messy in a fun way. It's one of those movies where I wish they'd chopped out a large portion of the events/characters and made the other parts longer. Non-spoiler example, they go to two planets and introduce a new warrior-woman character, and neither get to do very much. If they had condensed those sections to one planet (although granted the planets were at least aesthetically very different) and one new warrior-woman and spent more time with them then it would have been more satisfying.
They also brought back Lando and had him do basically nothing.
As someone who thought The Last Jedi was pretty good, you are right that the third one didn't turn out to be much of a follow up.
Re fan outrage over it; I guess you'd had to have really loved The Force Awakens? Otherwise I'd think that by this point in the series the reaction to disliking it would just be weary disappointment.
