I thought Insurrection was a really bad movie. Maybe Nemesis was worse; the Picard clone looked nothing like him save for his bald head. Still, the entire premise was that Picard was butting heads with his superiors to leave in place a colony (really just one town) that's been around for a whole three hundred years (that was going to be transported off the planet unawares) rather than evict them to harvest the energy that could save the lives of (literally) billions. It's such an idiotic move, and unbelievable that he wouldn't have been decommissioned or spend time in Starfleet prison. The whole film is offensively stupid, and I paid good money to see it in the theater (same with Nemesis). (I don't remember exactly what happened to Picard at the end.)
One explanation was that he was whipped or just trying to get into the woman's pants. It goes against his character but that's never stopped creative before.
