I don't know what's going on with the more recent additions. It's a list made out of other lists, and he keeps using the lists from previous years, but they count for less as they get older. So it's an intentionally conservative system that rewards enduring popularity. But that should make newer favorites gradually climb the list, not suddenly shoot up into the top 60% of the list.
How he scores lists that aren't just "best movie from any country from any era" against each other has to be more of an art than a science.
I'm surprised that it took Certified Copy this long to show up. There was already alot of Kiarostami there though.
