The overwhelming majority of 80's cartoons are unwatchable just because of the cheap animation. G.I. Joe had some industry vets (including Gerry Chiniquay and Norman McCabe) with some future Batman:TAS staff and it looks like the storyboard artists were trying, at least. The one random episode of Mask I saw had incomprehensible action (like cutting to a bad guy losing a fight that should've taken place on screen). I like a few short-lived ones such as Visionaries and Robotix. If nothing else, the Sunbow GI Joe is a masterwork next to the DIC series. I've got more nostalgia for the Disney Afternoon and have binged Talespin lately.
