Cassettes were no longer a mainstream way to release new music at that point, but people were still using them for mixtapes and to distribute bootlegs. I remember used music sales having big tables of bootleg cassettes. I had a Black Sabbath bootleg that I bought at a one of those, and I know that I didn't get into them before summer/fall 1998, so that's pretty contemporary.
