That Germs review is hilarious, but it probably doesn't count, since they weren't famous at the time and they got better later.
Googling "good bands that sucked live," the results I saw in the first few minutes were either people talking about individual bad performances that they saw, which is something that happens with every band, or act that I know/care nothing about, including multiple mentions of The Black Eyed Peas.
Of course, there are some good artists that had notoriously awful streaks in their live career. I saw B.B. King twice in the mid 2000s and ejoyed it both times (although the setlists and stories he told the audience were identical), but reviews from the very end of his career were uniformly awful and depressing.
