You are right. Most of these shows were bad.
But I enjoyed sketch comedy more than stand-up comedy, for what it's worth.
31. Mad TV. Terrible. Only jerks from work laughed at this. It was never funny.
25. The Tracey Ullman Show. Never watched it. But it spawned the brilliant Simpsons.
20. You Can't Do That on Television. I loved this show when I was in the fourth grade! It made fun of religion, school, parents and their stupid kids. My parents didn't like me watching this show. Alanis Morrisette started as a child actor on this show.
16. The State. BRILLIANT. Intense. BEST SKETCH COMEDY EVER.
10. The Muppet Show. Watched them when I was a kid. Decent.
8. Kids in the Hall. Sporadically funny.
5. Key and Peele. Pretty funny, but I didn't watch that many episodes.
4.Chappelle's Show. Ditto above.
2'SNL. liked them a lot when I was in college, in the late nineties and early 2000s.
