Rumor has it that Chibnall's original ending for "The Power of the Doctor" was on that clifftop. She starts to regenerate, falls, and we see a bundle of clothes . Footsteps. It’s Tectuen. Arriving at that point to collect the timeless child in baby form .
Meaning….. the doctors whole life was a circle. Nothing they did made any difference as it always ended this way.
