Are you familiar with go-go at all? It's the only musical form native to DC (well maybe hardcore punk) and it's funky black-people music so it might be up your alley.
I'm not that familiar with it, being too white to go to a go-go (known for their violence at the best of times) and not having cassette kiosks near here. But here are some well-known songs, relatively speaking:
