Are they arguing that Fragile killed classic rock, or was the last example of it?

When I listened to classic rock radio the newest band they played was The Black Crowes, but I think they were kind of an outlier because they were so retro. I felt like at the time G N'R was probably widely considered the last proper classic rock band.
Those stations all played new songs by old bands too.
