Characters like that have alwasy been around, but he's certainly the Reagan-era version of it. I'm not sure you'd be familiar with this example but Stagecoach (1939) has an asshole banker character who has secretly embezzeled money and spouts lines like "what's good for the banks is good for the country" and "America for Americans." I found a clip but it's hard to hear, probably easier if you have headphones

People have criticized that character for being superfluously inserted into what's otherwise a really tight screen play. Burke is a least better integrated into the plot of Aliens.
