If the ball hits the dirt and doesn’t result in an out it’s on the thrower. If it doesn’t it may be on the first baseman or the thrower depending on how difficult a catch. It might be a hit if it’s a rushed throw on a fast kid that would have beaten it if caught and doesn’t result in an additional base
