No you don't have to pay to submit.

They are only evaluating the players that are being submitted. So ask your coach if they are submitting any of your players. Gotta start there.

Its a crazy hard thing to compare kids across the country. Stats are subjective, levels of play differ, etc. Include video, show the plays that make a kid stand out.

Are there kids on the lists that maybe don't belong, sure. Is a kid at #125 really that much less of a player than a kid at #50? Of course not.

But if you are not routinely playing with and against the kids, it makes it harder to be able to compare.
