Coaches nominate, up to 4 players per school.

Undoubtedly, some coaches don't take the time. One I noticed: Stevenson, the largest HS in the state and a team that played in a sectional championship.. didn't have one player in first, second or third* team! That coach apparently started summer early...

* The ICA website says that they get 180-240 nominations per class. Which makes it all the more ridiculous that the third team in 4A has more than 100 names!
