500 spots are added by portal kids not finding homes

That's 900 kids left, with 200 spots available.

The question is tough... you could say there are 81,900 kids "available" for those 200 spots and 0.2% will get an offer... or you could say that there are 900 kids chasing 200 spots and 22% of them will get an offer.
