Recruits and star ratings

When did softball players start being rated as 5 or 4 star? Is this a parent or recruiter designation? I know football uses this. What is the criteria for the ranking?

Extra Innings and OnDeck are some of the organizations utilizing stars. They've been doing so for a handful of years. Each organization describes their rating criteria on their websites.

Softball America is using the on3.com/rivals/ranking which has been the Football & Basketball rating service. It uses the same rating formuala. Have no idea how it is calculated. In addition ON Deck Softball gives star ratings. Any article in Softball America is using the on3.com ranking. They only have 10 5 star players and 140 4 star. Not sure if it goes deeper than 150.
