It can give Alcor worldwide spontaneous super publicity for LN2 mgt. which TSMC would require, and as a sideline, this Potvin Conglomerate would expand on the desal plants like Carlsbad Desalination Plant in CA, piping it to the SW US... and get busy with China's solution...
