Also if I read it correctly there are only 3 phases and there is an enormous jump between level 2 and level 3 -Correct?
At Phase 3 does the state decide what a "reliable"COVID treatment or vaccine is...will they do that in the manner in which they decided all the tests were "reliable"?
In the end what I see here is a huge jump between phase 2 and 3 which could leave Oregon, based on the definition of 3, locked down in 2 for as long as they want. This is one of the differences in states - Idaho has 4 phases with not such a huge jump to the end...and each county has 4 colors - which make it possible for kids to attend in person half time before going full in. Our kids are playing sports...some districts are half in - some are all in with no masks - some are online. It seems Idaho has more phases to take smaller steps whereas Oregon has this huge jump.
