I was a chair of governor at a primary school but used to be asked to go into schools that were struggling on their Ofsted reports especially if weakness in governing bodies was highlighted. It was surprising some of the areas we ended up at. Certainly not poor but quite often a governing body that was arrogant, didn't think they were to blame but none had attended training, didn't think it applied to them and basically the governors were flying by the seat of their pants. Most were accepting of their help and advice and the action plan put in place, but the odd one like the one mentioned caused untold problems for the school and the staff in general. A poor school quite often has nothing to do with finance but governance and management.
