That is your assumption....
I am limited to open source data. I do NOT know that is all they COULD have launched at the time. That is certainly ONE possibility. It is also possible that they DID expect any launch to be beaten down to the level of ineffectiveness and decided that the 300+ drones/missiles was all they were willing to INVEST in the project. I certainly recognize that it is POSSIBLE that they launched all that they could. But I also recognize that it is POSSIBLE that they had more available. With open source data I cannot prove either position true or false.
