Except that no one knew that "Nothing REALLY bad" was going to happen, so we were possibly facing another Minneapolis, or Portland.

When these deep dark Blue cities start to erupt, and it's obvious that the city's government is unwilling or unable to do anything about it (as happened in L.A. as the riots started) the President should an did take action.
