Note, claims but no examples.
Also, are we talking arrests or convictions? Most arrests do not even lead to going to court, nor trials. Had some personal experience at that, Arrest for small things that never led to trials, nor any record.
Leaves me a question about handcuffs, people on police bodycam videos always scream about pain from their being handcuffed. Now, 60 odd years ago, I don't recall any discomfort at all from wearing any. Have handcuffs changed over the years?
