The guy drew his weapon while the car was still in reverse (and even the subsequent flimsy rationale was not yet in force). It sure looks like he then panicked and started shooting at a fleeing suspect. Hollywood nonsense notwithstanding, no real police agency permits shooting at fleeing vehicular suspects under all but the most extreme of circumstances (which this wasn't). This is for good reason: high probability of hitting bystanders, concern for the danger an out-of-control vehicle represents, etc. But it's not like the training level (and pre-hire vetting) for ICE is anything like a real law enforcement agency...

In the unlikely even this is allowed to come to trial, that officer is cooked.
