Tokyo's gotten some snow, but Sapporo got absolutely nailed (>100cm in 24 hours, more falling). Lots of train and other surface transport* disrupted, flights cancelled at New Chitose Airport, school cancelled, etc. I can't express strongly enough just how bad it has to be to have that sort of outcome in Sapporo, the snowiest big (>1million) there is. They're really good at dealing with snow, but this was just too much (smug chuckles can be heard from a ways south in Aomori).
*Sapporo relies heavily on its subways, though...still running normally, but getting to a station will be tricky).
