The Obama efforts had better oversight, actual consequences for ICE officers who broke the law (silly thought, I know). This effort included DOJ investigation of civil rights abuse, DHS probes, Internal affair investations, and FIRINGS
Masks were RARE (meaning nothing to hide behind)
Detailed conditions of arrest and code of conduct (not a free-for-all)
No bounties, no huge signing fees, better training, and background checks.
Anyone who denies these differences is an ignorant fool determined to be a "yes" man at every turn.
