If he was too dense to see that the Trump Russia! Russia! Russia! accusations were a Hilary/Comey hoax, then he wouldn't have been sharp enough to suspect 9/11 and act in time.

It was said that a plot was suspected at the time but the various intelligence agencies couldn't get their act together because each one thought it was more "elite" than the others. There is nothing "elite" about government agencies.
