I've built many arched viaducts strong enough to support Lionel weight trains from plain paper..
The trick is to break your structure down into discrete components to reinforce it. Every glue line adds strength and with care and forethought you can build something as complex as a Gothic cathedral out of paper and a finishing coat of clear varnish inside and out should make it impervious to damage from damp.
I like the challenge of designing paper structures and of course the low cost of materials! One day if we lived that long, we might find ourselves looking back in envy to the days when such a useful material was available for practically nothing.
Elmers glue is your friend here and if you lack the patience to wait out the drying time, a quick 3 second nuke should do the trick but be careful, it will ignite all too easily.
