That Hammurabi's Code was Hammurabi's, and while the Gods may have been mentioned, it was largely a civil code. It most certainly was not the Qu'ran, which came out of Mosaic Law. Judaism - Christianity - Islam was a pretty clear progression, three Abramaic monotheistic religion and yet absolutely intolerant of one another (and that's WORSE now than 500 years ago!).

Pagans were easy about Gods, you went to their city you took your Gods along, but probably paid a visit to a temple of THEIR Gods because you were in their city or country. Just to show you were cool with them.
