Exactly how it reads. You apply it. When applied to the felon and his administration, you should understand why the military vanity parade went the way it did.
He was spoiling for a confrontation. I know a number of children who live in their parent's "basement." Without exception they are ALL right wing trumpers.
That doesn't mean they're stupid. It is a sign of the times when jobs don't pay enough for many people to even afford housing. What do you do? Live on your own and give uo eating?
The felon who lived off his father's fat all his life, would be homeless and totally unaccomplished but for his father's fortune, which he bankriupted six times.
He is appealing the NY Fraud conviction because imo, he doesn't have the money to pay the judgment.
