Local elections are the best way to fight back.
unfortunately many voters historically ignore the 'off' years to vote for city councils and mayors or school districts and county level positions.

I think we saw a positive change in that direction this year.

What if some states would withhold and apply Federal taxes from state citizens to State budgets and use the surplus to negotiate with states that receive the most federal revenue per capita?

Colorado figured out how to bank with some taxes and funds without federal banks some years back.
