Despite advocates submitting over 300,000 signatures—nearly triple the requirement—Hoskins declared the petition "insufficient" because he maintains that challenging a congressional map through a citizen referendum is unconstitutional.
The Redistricting Dispute
The "Missouri FIRST" Map: Enacted by the Republican-led state legislature in September 2025, the map alters the state's eight congressional districts.
Partisan Impact: The map splits parts of Kansas City into three separate districts, diluting urban voting blocks to shift the state's congressional balance from a 6-2 Republican majority to a 7-1 Republican advantage.
The Referendum Movement: A grassroots coalition called People Not Politicians collected over 305,000 signatures to put a veto referendum on the November 2026 ballot, aiming to freeze the map and let citizens vote on whether to keep it.
Allegations of "Ignoring" the Voter Initiative
Critics and voting rights advocates argue that state officials are actively subverting direct democracy through procedural and administrative blockades:
Rejection Regardless of Signatures: Hoskins explicitly stated that the number of valid voter signatures did not matter, asserting that the state constitution limits redistricting authority strictly to the General Assembly.
Strategic Delays: Hoskins held off on making his official certification decision until the 5:00 PM deadline on August 4, 2026—the exact same day Missouri held its primary elections. This forced candidates to run under the contested boundaries.
Simultaneous Initiative Reform: Alongside the new maps, the legislature advanced measures to drastically alter the citizen initiative process, making it much harder for future voter-backed constitutional amendments to pass.
Immediate Legal Backlash
Hours after Hoskins rejected the petition, Democracy Docket reported that People Not Politicians filed an immediate lawsuit in the Cole County Circuit Court. The lawsuit seeks to overturn Hoskins' decision, declare the petition legally valid, and force the referendum onto the November 2026 ballot.
The Missouri Supreme Court previously noted that if the referendum is legally certified by a court, the new map will be retroactively suspended. This sets up a high-stakes judicial battle that must be resolved before the September 8, 2026, ballot-printing deadline"
Bottom line... Republicans are obviously counting on party loyalty voters to silence Democrat voters/representatives with all these redistricting efforts.
