That reminds me of the saying: "You're damned if you do and you're damned if you don't." IMO, if the cat belonged to someone, a family or individual, and somehow got lost or was dumped and abandoned, it would not be skittish with you, it would be seeking food and shelter. The exception to that is unless it had been abused. In that case, success should be the only option.
