If it was human error - lack of warning and response (and I do not personally believe that) - then it should probably be addressed...at some future point...but not now, now is the time to show respect and our own personal form of sympathy/empathy for the victims' families and loved ones and the community as a whole. A reach into the wallet (by those who can) would also be a good way to show compassion and caring for the community. Although many are, not all tragedies are political in nature, sometimes Mother Nature does catch us all off guard as she raises her ferocious head.
