They are quoting from what I assume is a press release posted on the Radio Caroline public Facebook page on Friday evening. Also has some drone photos of the solar panels, mast and transmitter site as well as one of the Harris DX25U.

There's a post from Helmut on a Dutch Radio Forum who says Alan Beech told him that he expected a decision from Ofcom in August.
