Strictly speaking.
RSL's don't provide a testing period. The clock starts counting down from the moment that the operator specifies they want to be on air. Maybe there is a case for making the official launch 24/48 hours after the switch on. When the Caroline North RSL happened in Liverpool the first few days were a bugger up and the operator went in to hiding being unable to cope.
But look, it is a low power short term AM RSL from a bad location. Aside from Uberacks who will bitch about the music choice, range and audio quality, no bugger is going to listen. If those taking part are enjoying it, that is good enough.

The mast is on top of the theatre but bear in mind the theatre is at beach level at bottom of a cliff it’s hardly surprising it can’t be heard. Sealand probably has good signal along with coasters
