I sometimes wonder about Ronan's political astuteness and tend to think he was aligned to whoever was going to benefit Ronan. Had it not been a Labour government in power in 1967, make no mistake that the Tories would have implemented the MoA within similar timescales.
Then no doubt Edward Heath would have been the target of his vendetta.
