"SwissMediaCast has been awarded a concession to broadcast an ensemble with the intention of enabling commercial broadcasters from the German-speaking region of Switzerland to extend their coverage into the Italian-speaking region."
Most of the population in that region using DAB+ would have been listening to the many Italian speaking stations available on other multiplexes, a long list of them is on Wohnort.
Latest information on World DAB
"Shortly after the SRG switched off FM, radio usage via FM has already declined significantly across Switzerland and now accounts for only 13% of total radio usage. Radio is now mainly consumed digitally in all regions of Switzerland, with 87% of all radio usage now via digital reception."
46% of digital usage is DAB+, 41% internet/ digital. In Italian speaking Switzerland it is 9% FM, 46% DAB+, 45% internet/digital
FM suffers much more from multipath in mountainous countries like Norway an Switzerland which gives DAB+ an advantage as well as being able to transmit many radio stations from one transmitter.
