It would appear Mike, that both these reports have very different view points and statistics? I see the Author of the one you posted has reported from a Digital Migration Group, my guess is his views would be biased toward Digital Change, and not traditional analogue broadcasting? The Swiss FCA are renewing FM analogue licences up until 2031, and securing analogue FM until at least 2034.
