It’s frankly too easy for a big country like the U.S. to exploit smaller countries. Haiti is very small. The state of Illinois is almost 5 times larger than Haiti, for example.

Yes, Haiti’s hands are likely tied. It has been the modus operandi of the U. S. to exploit smaller countries. Liberia is another case in point.
