Your idea has merit, but there is low hanging fruit in adopting a culture of continuous improvement. Private parcel delivery companies are much more lean and efficient because employees are incentivized to deliver value to their customers. That is not to say that some USPS employees get it and are making progress, but there is too much waste and the losses are staggering.
