I did a quick check through the BMD records, there appears to be only one possible candidate: Noel D Wilkinson, born March 1919, registered South Shields.
The only marriage I can find is a Noel D Wilkinson, getting married in March 1946 in Blandford, Dorset.

There IS a child, born in 1948, in Sunderland...

So if that birth date is correct, he IS a local lad.
