I remember reading once that during the 1980s when people were allowed to buy their council houses, the promise was that the money raised from the sales would be used to build more council houses. That clearly didn't happen, hence the shortage of council houses in Britain today.
So why knock down perfectly good flats? Even with £12 million to update them, that's got to be cheaper than building from scratch!
