I was told many years ago, if you can afford the rent anyone could get a flat in Durham Court as the majority were on benefits. I remember asking why someone I knew could sell her house and move into Durham Court. I was told the council would be happy to let you rent a flat if you could pay the whole rent. Of course I have no idea if this was true.
