In cases like this one? I'd say yes.
An older teenager might require guidance from an adult on a relatively complex ethical issue, but I'd argue that this issue isn't one of them. The notion of the rules not necessarily corresponding to what is right is one an older teenager is not only capable of understanding, but it typically one they will often vociferously complain about (not yet having surrendered to cynicism). Neither is the issue of biological males possessing an unfair advantage over females in athletic competition one that is at all beyond a non-intellectually-challenged older teen. These kids know what they are doing and know, deep down, that it's wrong.
